Location: This role can be based at any one of the Arts Council of Wales offices in Cardiff, Colwyn Bay or Carmarthen. We are currently working in a hybrid way.
Our benefits include 30 days annual leave, 2.5 privilege days, flexible working hours/pattern, cycle to work scheme and a final salary pension (6%).
About this role
The Head of Young People & Skills is a strategic leadership role focused on nurturing creative talent and strengthening youth engagement across Wales’s cultural sector. Reporting to the Deputy Director of Equalities and Partnerships, you’ll lead national strategies that support work created for and by young people, expand access to arts experiences, and establish clear pathways into creative careers. You'll collaborate with education providers, arts organisations, and young people themselves to ensure programmes are inclusive, future-focused, and aligned with our cross-cutting themes—Welsh language, climate action, and diversity and inclusion.
About you
We are seeking an experienced leader in youth engagement, arts education, and talent development, with a proven ability to build partnerships that empower young people and strengthen creative ecosystems. With deep sector knowledge and a passion for inclusive practice, you bring expertise in designing impactful programmes, co-creating with young people, and shaping strategic frameworks that open up opportunities across all art forms. You understand the value of youth voice, and are skilled at turning that into action, influence, and lasting change.
Welsh language
Learning Welsh language skills will be necessary when appointed. Although you are not expected to be able to speak Welsh fluently when applying, we are looking for an individual who understands the culture of the country; the varied relationship of the people of Wales with the Welsh language and who is committed to developing innovative use of the Welsh language both linguistically and culturally within the Arts Council and the wider sector. Everyone’s story with the language is different and we recognise that levels of ability and confidence vary from person to person. We will ensure the relevant support to increase or learn Welsh language skills.
